I’m a bit overhwelmed.
When should I use TAGs vs. Adding someone to a List?
Use Case:
Tracking What User “needs” in order to be “qualified” for our free Tour:
STATES they can be in:
Unqualified
Not ready to consider Tour. ASK LATER
Qualified, but not ready
Motivated, but not willing to work (we sell educational software)
Qualified for Free Tour
Hmmm… maybe STATE should via List and then there are modifiers like “Not Ready until date XYZ” (which is really just a “modifier” or “delay” to state.

The way I like to think about lists and tags is that a list is the broadest segment, so where the leads came from, and a tag would be a way to segment or have a deeper understand of your lists and the specific actions your contacts have taken.

Also, another helpful doc. might be this blog where ActiveCampaign experts weigh in on different use cases for lists.

Looks like Tags are more flexible.
I agree with you that List is a good way track how they entered (were aquired).
