Is it possible to configure an if/else conditional within an automation to check if a contact has opened any email within the last 15 days? If yes, send email A - if not send email B. Etc.

Our “Has opened email” segment condition doesn’t allow you to segment by when those opens actually occurred, but you could try using our Engagement Tagging Automations (or something similar) to update your Contacts every time they open a Campaign (and remove those Tags after 15 days).
So while there isn’t a direct way to do this with segment conditions, you could use a Tagging Automation + “Tag > Exists” condition as a workaround.
