Generalised Tags in Automation

I currently have tags “on waitlist - march 2016”, “on waitlist - april 2016”. People with these tags are in my “general list” I have an automation that is sent to the general list and I would like to exclude people that are currently on my waitlist.

Is it possible to say “does not have the tag On Waitlist - ***” so that it captures people with the word “waitlist” in the tag and is not dependant on the tag in it’s entirety.

I guess what I am asking is, is there a symbol that refers to a general search?
